Nighttime lighting...

I am working on a map for a nighttime setting, but I need to know some things... First........ how do I make the map dark? Adjust sun settings? Next, how do I place lighting in certain areas? (Ex. I have a lamp inside a store but can't get it to light up. What about changing the light's coloring? And one more thing......... anybody know how I can make the lights go off by shooting them?
