This was a MOD that was done back in January at the request of someone (who I can't remember at the moment) in the Garage Games IRC channel. This MOD will provide you a hotkey combo (alt+F12) to open a small GUI box that provides the current FPS, Low, High and Average FPS.
To use this MOD you can simply copy the zip file into your Torque project directory and change your game shortcut by adding : -mod fpsmod
Or you can extract the zip file and study the files to build your own version.
