TorqueX 2D GUI Question

I just wanted to make sure that I'm understanding the details of the product correctly. From what I can tell TorqueX 2D does not come with a GUI Editor, but it does come with built in GUI controls, but to put those controls together into what might look like a WinForm, I would have to code it in vs. drag-n-drop.

Is this correct? Any details & explanation on this subject is greatly appreciated. This functionality will determine for me whether or not I will be purchasing TorqueX 2D so it's essential for me to understand this aspect of the product.
