If you are using TGEA 1.7 (or better) or Torque3D a more viable option is to export to DTS or DAE and use Polysoup for your building construction.

There are a few apps out there that will also convert to the map format. The catch with these though is that you need to model in a very specifity way (ie. something similar to BSP modeling with box primatives that only have vertex movement in 2 axis) and texture application sometimes will need to be redone in something like Quark, Hammer or Constructor.
Here are some of the tools/methods I have used in the past:
- GLB3 and Convexity (www.maple3d.com).
- gMax with the Templest (Quake 3) module will export to a MAP format. It will also let you pull in 3DS shapes.
- There is a 3DS2Map DOS utility if you hunt around for it.

Max2Map was only loosely supported for 3DS Max R4. It never really worked right though and was dropped from the tools suite. There are a few apps out there that will also convert to the map format. you would better listen to Logan if you want to get your structure/level into T3D, but if you still keep on wanting to use dif instead of polysoup have you ever heard of Ryan Mount's Max2Ctor? What it does is export max scene as brushes (you must be very careful building your level with just brushes) in Constructor and the you have the possibility to export it as DIF.
