All Assets Loading at Startup?

Please bear with me, since I'm an artist primarily and not a coder, that being said, I believe I already know the answer to this, but I'm hoping someone convinces me that I'm wrong. I've been updating the Sticks & Twigs Environment Pack Sky Boxes to Sky Cubes for T3D.
I was pretty much done, all the script files complete, the various textures rotated correctly, etc. So I drop the 28 or so folders into T3D (both B1 & B2) and start it up so that I can take screens of the various sky cubes in game. The load time seems to take forever and then it crashes. Haven't really had that problem before so I try it a couple more times. Pretty much the same results. I take a look at the load that is being pulled in memory (since everything starts to feel especially sluggish and this is what I end up determining:
T3D with about six or so of the updated sky cubes dropped into the skies directory:

What I'm deducing from this is that all scripted assets, whether they are used or not in a mission are being loaded at startup. As I recall this is similar to an issue that I've always had with Constructor, in that all the textures in your directories are loaded at start time.
Is this actually what I'm seeing, or am I reading this all wrong. I've not changed anything else at this point in any way. Thanks for any help/advice/feedback!
