I have the same exact question but only with torque x 3d in there.

Can torque 3d make games for xna? It states that it works for Xbox.
Will torque x 3d get the building tools that torque 3d has?

also someone broke the top of the http://www.garagegames.com/products/torquex-3d page.

Torque 3D isn't for XNA, It's the newest engine from Garagegames at the moment, It is far superior to TGEA, older engine. TSE is a WIP name for TGEA so they are the same.

Here's info about T3D www.garagegames.com/products/torque-3d/preorder
And about TGEA/TSE
www.garagegames.com/products/torque-3D

The urls are a bit confusing, only the upper one is about T3D.

Edit:
If you really want XNA games, you have to use Torque X.

For 2D
TGB

For 3D
TGE
TGEA (old TSE) - desregard the T3D publicity on top and scrool down to see the TGEA information
Torque3D

For XNA
Torque X 2D
Torque X 3D

For IPhone and similar devices
iTGB - 2D
iTGE - 3D

For XBox 360
T360 for XBLA

For Wii
T for Wii

EDIT: I think these last two are special licences for TGEA (and soon Torque 3D) - not sure
