Idea (slash) Does this already exist?

I have this thought: what if you could place textures in mission? DTS and DIF texturing can be difficult and complex, especially if you intend to render-to-texture for every nook and cranny. I seem to remember someone providing a resource for a "stickering" system, where the developer simply grabs a hold of a texture (dirt, stain, graffiti, etc.) and slaps it where he/she wants it on a DIF/DTS. Does such a thing exist, or is this just a pipe dream?
