Beginner to IRC - need help?

I've been going through many forum posts to learn TGE scripting and I keep coming across IRC as a resource. From what I take it, it's a chat channel. I've gone to the address I found irc.maxgaming.net, but it say appears to be broken.
What I'm asking is can someone break it down to me.
What is IRC?
Do I have to download it or is it an applet?
Where do I get it?
What info will I need to access Torque channels?
What else will I need to know to use it for Torque purposes?

www.mibbit.com/chat/
click server and put irc.maxgaming.net in the Server Address: input box and put #garagegames in the channel input box and click Go.

No need to download a client if you use a web client such as:www.mibbit.com/chat/
click server and put irc.maxgaming.net in the Server Address: input box and put #garagegames in the channel input box and click Go.
