Cannot load terrain heightmaps

I've been fighting this one in TGEA's mission editor for 2 days now -- I've built some heightmaps to use for terrains. I'm following a tutorial that I've been assured is accurate. I create a new mission, go to the Window | Terrain Terraform menu option, select "Bitmap" option, navigate to my heightmap, select it, set a min/max height in the General properties window, and then Apply.
And exactly nothing happens other than I'm dropped into the mission with the default terrain you get by creating a new mission.
I've tried every file format (for the heightfield) that would make any sense -- .png, .bmp, .jpg. I've tried 8 bit, 24 bit, 32 bit, and monochrome grayscale (all created in photoshop). I've tried the heightmap loading and min/max setup in different order. Nothing works. Same result every time. I don't see any error messages in the log and am totally lost on wbat to do next.
What a I missing here?
