Manipulating/Changing the game world space

Hi,
I would like to implement a strategy game, basically I know the engine is made for FPS/3rd-person shooters but i'm sure there must be a way to have small space (2d or 3d) so i can lay down tiles or just a flat surface to place stuff on.
If anyone can be helpful or just provide some tips or something, imagine a big flat rectangle <-- as the only thing in the world as i dont know how to use the world/mission editor to have such a environment.
In easier terms, a space/world as you get in the Civilizations, Total War games so i can then place my objects on it or just a blank/empty space to place/build stuff on.
EDIT: like setting a 2-dimensional (don't mind 3d) space to work with, just a space to draw stuff in whatever location i dont want a huge terrain/world.
