Reading *.LYR

Is there any way to parse a *.lyr file? I want to be able to allow a level designer to create a tilemap of MxN and build a map (for a strategy game). Painted tiles are places that players can move to and unpainted tiles are places that players cannot move to.
For additional clarification, imagine an 8x8 layer. Starting in the lower-left corner, it and every-other tile up and to the right is painted. Moving right and up one tile, it and every-other tile up and to the right is painted. Continue this process until the upper-right corner; and we have created a checker board.
