How do I rotate a node about the y normal?

In edit mode, Blender does not allow rotating a node about the y normal.
When I rotate it in pose mode, then export, it rotates back before exporting.
Setting them in that rotation as a keyframe doesn't work, because it's not an animated model.
So how do i get a bone to rotate about the y normal, and stay in that rotation when exporting?
Is animating necessary for this?

Actually, I see the problem now :P. The 'normal' rotation widget is world-aligned in edit mode, bu aligned to the bone in pose mode. That's odd.
Try this - in edit mode, select the bone you want to rotate. Hit 'n' to bring up the transform properties window, and play with the 'roll' field. This doesn't seem to rotate the bone's children, however.
