Maya -> FBX -> MAX

Alrighty. First off, nobody start anything about Maya vs MAX and plugins.

I am 100% ignorant as far as doing animation and stuff. My roommate, however, is a Maya Kung-Fu master. What kind of information can I give him about what he can do in Maya and what he has to use MAX for.

Well if it's for torque you need to move all your scenes to max to export to torque. There is a pretty decent .map exporter for maya at quakerally (do a search on it). But for all of your characters and static objects you will need to export from max or milkshape.

Yes I know this much. What I want to know is how much does the FBX format bring from Maya to MAX. What can't be done anywhere but MAX (Besides the exporting).

Go here and pick the appropriate versions of the Maya and Max to find out exactly what transfers over. You can pretty much do all the modeling, texturing, and animation in Maya, but there are some things to watch out for, i.e. non-uniformly scaled objects, face normals, usage of IK chains. The documentation that comes with the FBX plugin will explain everything.
