Animations What gets exported?

I will do the best I can to explain my self and the blend file set up.

This is a Hydraulic arm that consists of Arm A, B, C, D. ArmC consist of 3 arm parts that will extend in and out. There is 3 joints that have a 2 peace Hydraulic set up. This is all 1 armature with several bones.

The Animations are
Arm Turn
First Elbow
Second Elbow
Third Elbow
Arm Extend

The trouble I am having is that on the third elbow for some reason some of the bones are being animated (blender don't show this) in First Elbow, Second Elbow, and several others. The only way I know that this is happening is in Show Tools shows a red cross hair at the bones location witch represents a animated bone for that particular animation.

My question is .. Is this a bug in the 0.963 Exporter or is this have to do with blender some how?

If there is a way to fix it in blender Please help me with an explanation on how to manipulate the blender file with that specific Action and Bone's . Or is there a way to fix it in side the Exporter GUI?

EDIT:

I should note that in the Action the bones are not in that action. so fore example FirstElbow it only has the 2 bones that make up its joint and the 2 bones that make up the Hydraulic for that Joint. but in show tools it shows them 4 bones and 1 of the third elbow Hydraulic bones as being animated even when the action isn't show them.

I moved all Constraints I had on some bones and it removed some of the bones that were not part of that animation witch is good but there are some that I can't do anything to I even rename the bones that don't work they still are associated with animations they shouldn't be associated with.

I even added the bones to the animations and removed them in the action and still have associations to that animation.

Is there something I am missing?

Change all 3 delta 1's to a 5's and it worked great. .THANKS..
