TGB marketing game

I'm a long time TGE/TGAdvanced user but my client wants a simple isometric sprite game, not a fully 3d game. This game is for marketing purposes to promote the client. This would be along the lines of a SIM city look. We just need buildings, houses, and logic about the upgrades to them. We don't necessarily need characters or cars running in the world. I'm looking for paid help on 2 fronts:
1. Programmers- Someone with demonstrable TGB code experience.
2. Artist/animator- Someone with demonstrable TGB animation art experience.
3. It could be that you're a general producer of all kinds in TGB. This might also help us with insite to the quirks and intricacies for this "sim" type game.
We're looking to coordinate our efforts with the iso builder by Neo Binedell. Familiarity with that would be a big plus. This project is still in the planning/Budgeting stages.
