Constructor UI Problems

Everything in the UI seems to be off center on my computer.
When I put in my Registration Code. I couldn't click the Register button.
I had to move down below the register button for it to highlight and click below the button.
Any ideas?

isn't being stretched out to fill the window.
There is about a 15 pixel tall bar that stretches from left to right on the window.

When Aero theme is on, everything inside the window frameisn't being stretched out to fill the window.
