Z-aligned Billboards

I'm having trouble trying to get z-aligned billboards to function properly from the Blender .dts exporter. I'm adding the _BBZ suffix to the object name and making sure the z-axis is pointing upwards. I've looked at http://jsgreenawalt.com/Misc/DocPreview/Billboard%20Meshes%20_%20storage2.htm
and even their .dts examples don't seem to working in TGEA 1.7. I can get normal billboards to work though.
Any ideas to why its not working?
Also I've noticed the billboard seems to face the direction the camera is pointing at rather than where the camera is located. Such that strafing while looking at a billboard allows you to see the side. This problem is even more apparent in a third person view. Should the billboard always face towards the camera's position or the direction in which its pointing.
