3D model artist

Hi am looking for a 3D modeler who can do 8 normal mapped characters. Female and Male versions of Human, Orc, Dwarf, and Elf. My budget is around $500-$700 for all of the characters NOT each.

The format of the characters need to be in .3ds and they must be customizable. Meaning I can easily swap textures for paper dolling the characters. The type of art style that I would like for the characters can be found here.

NOTE: All of these images have mounted armors I just want the base models.
