Creator's Club/Premium XNA and the Torque X 3D Builder

Hello, I'd like to know if having a Premium XNA Account (Creator's Club) allows access to the Torque X 3D Builder. I'm asking in this sub-forum since the XNA one seems pretty... dead.
I'm currently trying to gather information concerning the various XNA tools available for 3D game development and Torque seems to be the most interesting; more so if it's included in one neat package with the price of the XNA membership.
I'm guessing that the answer is yes, but a confirmation would be nice :)

@Marc: Just to clarify, it's my understanding at present that the 3D editor will be available to Creator's Club subscribers for a limited time after release with no price increase. You'll have to ask the Microsoft XNA guys for details.

I'm a little surprised; I thought more people would like to know the plans concerning Torque X, especially since so many Creator's Club members clamour for more CC exclusive content.
