Torque is not MMO ready out-of-the-box, but it is capable of it. There's an MMOKit to speed your development, and the Minions of Mirth MMORPG is built with Torque.
Bear in mind that MMO development usually takes a massive staff, a significant cash investment, and many years of development time. You may want to start with a single-player version of your game to get a feel for the system, and then move on to an MMO once you know what kind of beast you're dealing with.
Good luck!
