How do you open the GUI

I cant figure out how to open the GUI editor at all ive been looking through teh files for hours and cant figure it out the documentation says hit f10 that didnt do anything at all can someone tell me how to open it please

All you have to do is hit F10 to open the GUI editor. Are you running a fresh copy? If you've made any changes it's possible you may have broken something in the process, check the console log for any errors.
