Lighing issue

Hi,
I am building a cityscape in constructor and my level is having some strange lighting issues.
City Lighting
The top image has messed up lighting. Deleting the floor (bottom image), restores the correct lighting. I have tried setting the floor to be "detail" object, but to no avail.
Any suggestions on what may be causing this?

The floor is already broken into about 1000 blocks. Each one is about 20x20x1 in size mapped with a single texture.
Interestingly, if I leave the floor in and instead delete about 3/4 of the wall brushes, the lighting is be correct on the walls and the floor.
