MilkShape 1.8.2 Help

Here's my situation:
I've been modifying my character without modyfying his UV mapping. Although it was working fine, I decided to change it. I went through all the steps and created a skin (saved as a .jpg format). I've only completed the head part of the skin, but the rest of the skin is still applied to the body. I re-rigged him and exported him using MilkShape's Torque DTS Plus exporter. But when I loaded the game, he was completely white, with none of my skin. I've been trying to solve this problem for hours now, but nothing has worked. I was hoping not to have to take it to the boards, but this was all I could think of. Here are the tools I am using:
1.) MilkShape 3D 1.8.2 (Purchased)
2.) UVMapper Classic Version 0.26b
3.) GIMP 2
4.) TGE V1.4 (I think...)
Am I doing anything wrong?
NOTE: I've done this previously the exact same way for a previous version of my character and a treasure chest. I first noticed the problem when my little brother (who created a Kirby-like creature) went through all of this (with my help) and then exported it into the game. It was completely white, along with my character.
