Master Server Issue or Anti-virus Problem

I'm trying to determine the reason as to why I can't connect to a master server with my game.
A few days ago, I implemented the torquelobby 1.2 into my game. I have contentbarrier at my school and it blocked me from being able to use the game because I'm not allowed to use IRC chat. Apparently, torquelobby uses IRC chat. I think it's possible that content barrier blocked all incoming/outgoing access to my game.
I then tried the joinserver button and see if I could query any master servers. It does query it, but it says that there are no master servers in the region. I have it set to region 2.
Strange things is that I can query the servers on a different install of torque, but not the one that I'm actually heavily working on. Any ideas?
