My goal is eventually to release a game for XBLA. My question is: Can I use TGB to do this?

If you wish to go the devkit route (contact Microsoft, license a devKit for $$$, get a devslot, purchase out 360 engine, develop and debug, then go through the extremely expensive certification route), then yes. If you want to go the XNA route, then TorqueX is a better alternative.
