Doesn't usually happen unless I have many programs open. Have you tried a 'Clean Boot' of your system before working in TGE ?

Many things can cause severe lag. But without being there at your computer i'm afraid most responses here would be just stabs in the dark.

You can trace back through the steps you made before it got severely laggy, better then any advice in this thread can offer.

Are you using level of detail models for your fence? LoD makes the graphics of a shape get lower detail as it gets farther from the viewer and really helps keep frames per second up when you have hundreds of models in the background or not directly adjacent to the player.
