Independant Licences are not transferable and are a per person, regardless of if he sold you the computer. Its assigned to the one person,not the computer. So, no, your not allowed you publish anything with your engine. It would be no different then having your friend install is copy on your new computer. Sorry to be the bearer of bad news. but if he charged you a extra 100 bucks for that "deal" you got ripped off. particularly considering a legitimate TGE license is only 150.

He has no legal bearing to sell the license to you at any price, just as you have no legal bearing to use that license since the transfer is not possible. Luckily the indie license is inexpensive and tied to you for as long as you choose to use it, should you purchase it. TorqueX is free in binary form, so you are good to go in that direction!

I understand why you can't use a credit card, so just get someone to buy you a pre-paid Visa Cash card with $150 USD on it, and you can buy your own copy from the website and be legit once in and for all. I am sure you can find someone trust worthy in the US from the forums that would be willing to help you out.
