There is a large number of folks that are concerned about these topics, as converting a DTS back to another format, could certainly be used to circumvent a licensing agreement. There is only 2 reasons that i see this kind of question being used for. You are indeed looking to circumvent a lisences as a DTS is meant to be the end format, not vise versa. The other reason is that you lost your original source. In which case, you might want to contact the original person who made the model. If thats not possible. Maybe its time to get the model redone with a updated license. Backups are your friend

Shaper supposedly will do it. Haven't used it in quite a while, so can't answer definitively.inversesoftware.com.au/Shaper/Features.php

Shaper (Alan linked to it above) is that tool. I use it and it works great. Shaper only has export features for Milkshape ASCII object files and DirectX files, but from those two file types, you should be able to use Milkshape or another app to get them into whatever format you need.
Shaper is definitely a very cool app.

I'm not sure if you're looking for a true DTS to M3D or a DTS to MS3D converter. My guess is that such a beast doesn't exist yet. In fact there is only one modeling and animation app that I know of that imports DTS objects and DSQ animation files . . .Shaper (Alan linked to it above) is that tool. I use it and it works great.
