That is used by DX9 SDK make sure you have the DX9 SDK installed. Other than that since I have never seen that error make sure you didn't delete something or possibly try reinstalling.

I am sure one of these wiser gurus will be able to go indepth on a solution so I am just throwing my 2 sense out there.
