Question about instantaction.com

I've been doing research on 3d browser based games. I came across instantaction.com and seems to be part of partnered with garage games. I was wondering if the developer kit would be sold so browser based games could be built by other developers?
Is this now or will it be in the future part of the torque set up or maybe even a seperate license?
