Can I buy Torque engine and download the complete engine and it's dependant tools and SDK's from the site ?

coz the mail service on my country is very slow.

yes you can, just quote your credit card and then you can download it all.

The latest version is available from the cvs system or there are snapshot and precompiled versions...
