FxLight Datablock

Sorry if this seems like a really basic question, but I've been searching through the FPS starter folders and the demo folders and on the TDN and I can't find or figure out how to make a datablock for an fxLight object. I just want to make some simple light halos.
Can someone give me a good basic example of an fxLight datablock and tell me what folder to put it in?
