Is the "Torque Game Engine Advanced" or "TGEA" the latest compared to 1.5.x or 1.4.2? I read that "starter kits" are available for a shooter and racing game. Do these come with "TGEA"?
Are you limited to developing one 'game' per license? I'd assume you could work on an RPG and a shooter without buying two INDIE Licenses?
What programming language does TGEA use? Are there many experienced programmers still active?
What is available for use as far as premade objects?
Are characters that be edited along with different animation sets provided with the license?
Is the process to import characters from other 3D applications well documented?
Is the "Torque Lighting Kit" that is available for purchase 'outdated' now? Does the Lighting system in TGEA have just as good of lighting now?
If kits or packages are purchased could you change these objects or edit the object/objects as you see fit...
Are most of the these kits available through this site? There must be many, but are there many free
packages or kits of exceptional quality that you'd recommend? Are there packages that are 'GarageGames recommended' for quality and detail, or ones that stand out?
I'm a bit confused on what is provided and what additional packs I'll want to purchase.

TGEA (Torque Game Engine Advanced) is a different engine than the Torque Game Engine (the 1.4.2 and 1.5.x engine you mentioned).
Community members ported the starter kits to TGEA.
You can make as many games as you like and as many types as your like with the license.
Both are C++ engines. For any engine development, you will have to know C++. There is an active community.
I'm not sure what you mean by "pre-made projects" aside from the starter kits.
The source files for 3DS Max and Milkshape are included for most DTS files. The source .map files for Constructor/Quark/Radiant/etc are included as well.
You will have to use an exporter available from the Artists page to get your artwork into Torque. The documentation varies depending on the plugin and software you are using.
The Torque Lighting Kit was for pre-1.5 versions of TGE. It has been implemented in TGE 1.5 and TGEA.
There are a lot of packs here under the content packs link of the store. There are also a lot of sites like DexSoft and 3D-Diggers and such that provide other excellent packages.
