Starting a Software company in the US ?

#1 Which state are you looking to do this in? I have started business in Florida and Texas. Depending on where you live could mean you have to do different things and pay different taxes. Are you a citizen do you have partners?

I am not a US Citizen but I do have potential american partners.
I am just collecting information at the moment. I have been through some Delaware business related websites.
I was also wondering if a business activity centered around software or game video developement would require a license or a permit.
Do you need such thing to start a business ?

#3 Also something to keep in mind is that if you incorporate in Delaware or Nevada (not sure if other states do this), then the state taxes are flat fees per year. Something to look into for specifics (I'm incorporated in Delaware myself).

#4 I don't think you need a special permit or license at all. Your main concern should be around taxes and law. Make sure you just check the Delaware sites to make sure you are crossing your t's and dotting your i's. One more step I would do if I were you is to your local area and see which one is cheaper. It maybe less expensive and depending on the local laws less complicated to run your org from your native area.
