Set it just a tad in the future, in which EVERYONE has GPS capabilities in their boat and are all on the same wireless tournament network through cellphones or laptops (remember, these are SERIOUS fisherman).
The network would be used by the tournament ops to broadcast where the strikes are occuring.
Upgrades would include boats, reels, line, baits, engines, trailers, trucks...and weapons.
You would have one guy driving the boat and fishing. The other would be riding shotgun. Literally. You stop, fish, and then boogie, cuz you know if you get a strike, there will be others inbound quickly.
It could easily be a 64 player server or a MMO setup. Depends on how much depth you want. Also, you could go with deadly weapons or, for the Nintendo crusaders, use paintballs. If you get "tagged" you're tied to the dock for a determined amount of time.

Fishing games have been around since the Atari 2600...activision had a 2 player fishing game, where you had to catch different fish against an opponent for points, and try to avoid the shark from getting your catch. It was actually quite a fun game. Anyone remember it??

Implement flocking/schooling patterns, a few different species, life cycles, eating and growing AI algorithms--make it just like a real lake. ;-) Who knows how big the one that got away could be.

Hey guys, been lurking around the boards for the last few months but wanted to jump in briefly on this fishing thing =) NTT Docomo (one of the largest japanese wireless providers) has a massively multiplayer fishing game that was launched in 1999. They attracted more than 50,000 subscribers within 2 weeks of launch @ about $2 US per month. The game was so successful that they had to limit subscriber's playing time. Anyway, the point isn't about mobile games or Japanese culture or technology - its that there are tens of millions of people (potential customers) that are not entertained by the same types of things that hardcore (all of you) gamers may laugh at. Hrmm, I seem to remember IBM laughing at that 'cute' little PC thingie running DOS =)Info on the fishing game including some screenshots.

I love the regional aspects in those games where rivers and lakes in the game will have the same names as rivers where you happen to be at the time. Also the weather in that other game that reflects the actual current weather in Japan. It's also very cool that the weather has an effect on the gameplay and you can profit in the game by following the actual weather.

the only problem I see is that people have no respect irl with regards to not stealing your spot or scaring off all the fish. Just wait till they come online *shudder*
