2d rts game like C&C possible?

Hello, I am considering creating a game based on the design of commadn and conquer red alert. Basicly I started playing that game again but am hindered by its limited moding capabilities. I am not trying to make something super flashy, i just want to make a 2D based RTS game in a similar style as red alert, mayby through in some extra features of my own later. I was wondering if this was possible with the torque game builder.
I am more of a graphics guy, i use flash, photoshop, 3ds max, maya stuff like that. I also have some programming knowledge with actionscript, java, visual basic, stuff like that.
