Does Torque copys folder contents into memory at startup ?

I am trying to understand something.
I was just testing something realy simply about a DTS file. It was too big so without closing Torque I resized it into 3dmax and saved it. When I went back to Torque to load it back, it was still the same size as before. I was scratching my head alot because no matter what I was changing into my DTS file, when I went back to Torque loaded that same DTS, it was always the same as when I first inserted it.
So again, without closing my Torque, I went into Windows Explorer, deleted the DTS file and when I went back to Torque, I could still select it and load it.
How can I load a DTS file into Torque when the file no longer exists ?
If I do the oposit, close Torque, make sure the DTS file doesn't exist, start Torque, it doesn't see it. But if without closing Torque, I recreate that DTS file, go back into Torque, it doesn't see it.
The only reason I can think of is that when Torque starts, it loads a copy of the folders contents into memory or a temporary file and just works from that content.
Am I right ?
