Weight issues

My wings that I have been trying to make have a bit of a... weight issue. When I try to put about 0.500 weight on the mesh to a certain bone, it acts like its a 1.000 weight. Let me show you:

One of the bones is this:

img410.imageshack.us/img410/8003/picture5bm6.pngNow for some reason it treats each weight as a 1.000 even when I try 0.001 If anyone can help it would be much appreciated.

No it isn't the exporter, it's in Blender itself. Whenever I rotate it, it acts like it is 1.000 not 0.500. I haven't even exported it yet.

What do u mean? You want me to change how I am doing this? I tried a tutorial and I re-parented the armatures but nothing happened.

No no... it's not that, I just don't understand what you mean, I have been trying different ways but they all end up the same, and I don't understand why it's not doing the way it's suppose to.

Well I just re-tried it one last time and I guess it worked, still don't know what the problem was but it works.
