First Question is ....
if i dont have a my documents\maya\8.0\plug-ins folder should i make one? I put the exporter.lib in the c:\programfiles\alias\maya8.0\bin\plug-ins folder and it found it just fine
I put the mel script in the my documents\maya\8.0\scripts folder and tried the command line but it cant find it. so i tried to load it and it didnt work.
the plug-in manager is set to autoload so i dont know what i am doing wrong. I am having the same problem installing maya bonustools. I just dont seem to understand where to put these mel scripts and whatnot.
I should mention i am running vista. dont really have a choice.
any help would be great i am at a standstill untill i can get maya doing what it needs to do.

for windows (vista or xp) you need to install the .mll for whichever version that you are installing, not the lib file.
you can install it in "c:\program files\alias\maya8.0\bin\plug-ins" if that is where maya is installed.
and then you load the plugin.
the DTSUtility - just makes the creation of DTS's and DSQ's a bit easier. and can be placed where you put it and executed by dtsUtility in the mel line.
