Upgrade plan from 1.5 to TGEA

I'm sure this has been asked many times before but i couldn't find anything in a reasonable amount of time, so here we go
on the TGEA product page it says theres a upgrade plan for 1.5 owners. now, is this only valid if you've owned 1.5 for a long time? or can i go in and buy 1.5, and then a few minutes later grab TGEA for $145, and still maintain download access to both products, access to both TDN sections, and valid licenses for both products?
I ask because I would like to get both products, but I dont see why the $295 one doesn't just come with TGE as well, as it would be the same price as upgrading.

Because TGEA officialy supports Windows platform only.

You have to purchase TGE 1.5 and then TGEA for the upgrade to go into effect and have access to the 1.5 specifics. I believe it is because of the way rights are granted and propagated on the forums and TDN.
