Some weird fall back system?

We're having problems modifying the camera and it seems to have something to do with the fall back system in place. We're using starter.fps as a basis and no matter what we do to the camera, including removing it from the c++ source and associated scripts, it still becomes the normal FPS camera. Would love to get some insight into this.
