Detailed water specularity texture

Is there a way to make a more detailed (or smaller) spec tex for water without scaling the water block? I have created a nice specularity texture, but when applied to the water, it looks huge. I need to make it smaller to seem more realistic and detailed. What is the best way to go about it? Thanks.
