Porting Dts/dif

Is it legal to port the DTS and/or DIF format to another application to be able to open these files natively?
Such as another engine using these formats for shapes and interiors?

I'm trying to build an application that procedurally renders DIF files (at least shells of buildings and areas), so I'd be interested in the answer as well.

Legal? Yes. Possible? Yes of course, Torque does it - why couldn't *insert engine here* do it? I won't get into detail on how to do it, but dts would be simpler.

Most source art comes in Max/Maya/Lightwave/Blender/XSI/etc formats for exporting into your engine of choice.
Why would you want to export a singular ENGINE format for use in ANOTHER engine?
