What exactly does the "Split Epsilon" and "Tiny Split Epsilon" setting do?

I was playing with all kinds of seetings to cause some lighting imperfections to dissapear and setting these to a higher value seemed to help.

Also, how can the lightmap size be changed from the available values of 32-2048?

That is a nice explanation - Thanks Matt and Jason for the link...and yes, my search results didn't show it.

And by the way, the Epsilon settings sure do fix some light oddities but if set too high, the CSG and hollow tools do not always function.
