Why can't I read TGE 1.4 resources

I'm a TGE owner. I first bought it right after 1.5 came out, so I never had 1.4. 1.4 was not even available when I got 1.5. Anyway, there is a cel shading resource in the 1.4 resources that intrigues me... but I can't read it... grrrrrr....

It's probably a glitch. The resources aren't catagorized, so that shouldn't happen.

Oh, and the cel-shading resource is awesome. :)
