I can not find any information on Nintendo's site yet, but with the opening of development and the ability to put the games out there through the Wii Shop channel seems like a huge step for Nintendo and they are looking at indie developers too.
Will we be seeing a Wii kit for TGB I wonder? :-D

I think the Big N and I have a differing definition of "darn near free".

Oh yeah. Especially since they're doing so well. Their stock is at record levels, they surpassed Sony's stock value a few days ago. Yes, they surpassed the Sony's entire collective stock value(of course, most of sony's divisions have just been costing it the past few years from what I hear). They're not in any hurry to let a bunch of random people make whatever they want.
I believe that the SDK will be more limited than they originally intended. Because their old plan of "We do it ourselves" seems to be working pretty damn well once again. I think if the Wii hadn't been such a phenomenal success, we could have expected an SDK sooner, and more enabled.
