Port settings

I have 2 computers on a router. dhcp on one is 192.168.1.100 and the other is 192.168.1.101
Port forwarding is set on the 100 box to 28000. Forwarding on the 101 box is 29000
Both are running the same version of the game but ports are different.
I have an external box trying to connect. the external box has the ability to select ports to connect to.
This external box is trying to connect to the game on port 29000 but will only connect to the game at port 28000.
So the engine changes to port 28000 no matter what OR the router wont allow the connection to 29000.
anyone help clear this up?
