Level Editor

I have been making a game with the Torque Game Engine 1.5.2 and the FPS Starter Kit that came with it... When I go into Multiplayer Mode I am able to press F11 and edit the level even when somebody else has joined my server (and they see everything I do). Yet if they press F11 and start the editor they are kicked off my server. Why is this? What file controls this?
