F10 gui editor's buttons missing?

Hi
when I press f10 in menus when running stuff like the standard fps demo.. I should see menu buttons like "new" "save" and some other stuff .. but I only see a list of elements of the gui(the buttons in the interface) and their properties.. is this normal? how can I have access to the rest? thanks
