2D Game Help Needed

Have you ever played the game Habbo Hotel? Well, I was wondering. Are those graphics able to be repeated into Torque Game Builder? Not Game Engine but Game Builder. What I really mean is, if I bought Torque Game Builder, would I beable to make a game like Habbo? Habbo is 2D except you can see a 3D view and walk like 3D.
